Isn’t Interlux2002e for fiberglass.
I am looking to cover rust on keel.
Will it work?

If you have rust on the keel water is getting inside the coating that's on the iron keel.   I would think the keel should be recoated with 2002E and caulk the keel to boat joint with 3M 4000 caulking, NOT 5200.   
 
Don't forget to ask your yard to hang to do the bottom of the keel.   When my boat was commissioned, someone forgot the flat bottom of the keel with barrier coat and bottom paint.  Needless to say the bottom looked good after several months but the boat was slow.  The diver found my "Salad Bar" hanging off the bottom.
