Circuit breaker behavior

On my new to me 1999 311, the AC panel has a circuit breaker.  It has two buttons Test and Reset.  Above the reset is a small window.

When I turn off the main breaker (top breaker of the 3 AC breakers) the circuit breaker trips.  When I again turn on the main breaker I must push the circuit breaker Reset button for power to flow.  In the little window above the reset button it shows RED when on and nothing when tripped.

Is this the proper operation?  The owner's manual really does not explain.

A little more information - my boat was built in France which has different regulations.  What I called a circuit breaker I believe is actually a GFCI breaker.  I have read that the normal behavior is to trip when power is lost.  If the marina loses power, I must travel and resst the GFCI before power will flow.  I don't think I like that.  Say for example I am using an oiled filled electric heater to keep water systems from freezing in the winter and the power goes out for a few moments, it will be out until I return and find everything frozen!  Not good!  I wonder if I can replace with a normal circuit breaker t prevent this from happening?

I believe the red light is for polarity. I think you might have neutral and hot wire leakage. 

There should be two circuit breakers one for the hot side and the other for the neutral. The red light shows reverse polarity
