Loading locally stored file

Hi, my first qn and apologies if this is elsewhere h/w i can't find it anywhere.

I am trying to read a locally stored file so that I can work with it in BS. The file wont load and I'm getting a range of errors but most Errno 1 and Errno2. The file is located at c:/folder/file.htm

I have used the following (plus all sorts or variations) but cant get it to load soup = BeautifulSoup(open(r"C://folder/file.htm","r"))

ps: what does '...:' mean?
