Bazel Postsubmit now also tests on JDK 9, 10 and without a JDK

Hi bazel-discuss + relevant people working on this,

as you can see on our postsubmit pipeline: https://buildkite.com/bazel/bazel-bazel/builds?branch=master we now additionally test Bazel on Ubuntu 18.04 LTS hosts without an installed JDK, with an installed OpenJDK 9 and with an installed OpenJDK 10. :)

The new platforms are currently red. It's important that we work quickly to turn them green. Bazel 0.17.0 and all following versions can only be released if the new platforms are green. The goal is to avoid another release like 0.16 that broke many users out there.

We'll add more platforms in the future to ensure even better test coverage and that our releases don't break use cases out there. Upcoming are FreeBSD x86_64 and aarch64 (ARM 64-bit).
