Alternatives to Modifying Local Hosts File?

Besides modifying the hosts file on each user's machine, is there a another simple way to redirect a URL to a local IP address within a local network?

Let me know what detail I can provide.

What would be a simple and inexpensive way to do this that you would suggest?

If you have a router that will support DD-WRT/OpenWrt/Tomato or a server running PFsense just use dnsmasq.
