Pull down menus not responsive

In order that a menu pulls down, I have to click on the menuitem twice, with the exception of the Aquamacs menuitem. This is so also with GnuEmacs (there with the exception of the Emacs menuitem).
I noticed that only now, so maybe this is only since Sierra.

The problem continues to be present after the recent merge of Emacs 25.
