aprs.fi on https/TLS for all clients

Hi,

I finally changed the redirection config so that all clients will be
pointed towards accessing the site using https://. Previously only
specific browsers (one by one, with the known-to-work browsers first) were
redirected to https. At this point all the major big browsers were already
moved over.

Let me know if something broke. Thanks!
