aprs.fi uses the widely used tz database which includes these settings,
and the database is updated together with operating system updates rather
regularly.
I just tested to confirm: went to
aprs.fi, Preferences, Units and time,
Timezone: selected Asia/Krasnoyarsk, save, save. After that
https://aprs.fi/info/a/OH7RDA says:

2017-03-21 09:36:46 EET local time at Siilinjärvi, Finland [?]
09:36:46 EET currently is 07:36:46 UTC, and the local time shown for
Asia/Krasnoyarsk is 14:36:46, i.e. 7 hours offset, which should be
correct.
Do you have Asia/Krasnoyarsk timezone in Preferences?
If you did not manually select a timezone, the timezone is guessed based
on your IP address. IP address geolocation is not an exact science and
sometimes may place you in the wrong town and timezone, especially in
larger countries spanning multiple timezones.
