false <duplicate position packet> alerts

does anyone know why this is flagged as DUPLICATE?

it is coming from ROBUST-PACKET Modem via HF on 10.147,3USB from parking motorhome

Is it same second? But 3 Minutes later.

If a packet with exactly the same position,altitude,course is seen within
30 minutes, it is labeled as a duplicate.

If the motorhome is *parked*, maybe it is sending GPS positions which jump
around and every now and then it goes back to a previous position?
