Got stuck in installation part

I have completed first two steps from digital ocean.com/how to install and configure appscale on Ubuntu
In third step after doing appscale up and entering root password it says Appscale not installed on machine 10.0.5.2 can u please get me out of this

For the most up-to-date installation instructions please refer to appscale.com/get-started.

Some archives needed for the build are temporarily unavailable. You can find a workaround for that here.
