How to enable "Check to see preview on Tablet size"?

Hello MIT team, I have a single question. How to enable "Check to see preview on Tablet size"? Sometimes, it appears to not be disabled, but most of the time it is,

You need to enable "Responsive" screen sizing on Screen1 designer properties.
