Messaging App Problem

I installed Android 4.4 RC1 on my desktop PC which only has an Ethernet connection to the Internet modem.
Is it possible to get the Messaging app to work in such a circumstance?
Right now, an outgoing text (SMS) message would get stuck in the Messaging app forever...

I believe SMS messaging does require a mobile connection.
