[patch] init sysclktz: fix clock without local hack

I assume the patch is intended for marshmallow-x86
since nougat-x86 has no such an issue.

ah yes, it's for cm-13.0-x86 / marshmallow-x86 (no cm-13.1),
backported from nougat-x86 (cm-14.1-x86)
