Android porting as headless image

We have a requirement to port android  AOSP  for headless application. Going through the emails and previous posts, I am not able to find information on whether it is possible to customise the latest releases of Android for the headless application. Any pointers on how to proceed or alternative solutions to considered will be of help and highly appreciated.

Have you considered Android Things ?  Display is optional for Android Things.
