Android 4.4 device can not communicate with TLS1.1 and TLS1.2

In https://developer.android.com, we find TLS1.1 and TLS1.2 are supported by API Levels 16+, but Enabled by default by API Levels20+.
I want to know if we can get a patch for Android 4.4 device that enabled by default?
