Persistent RAM size for MSM kernel on Asustek board

Hi,
I'm a bit confused with https://android.googlesource.com/kernel/msm/+/android-msm-flo-3.4-marshmallow-mr2/arch/arm/mach-msm/include/mach/board_asustek.h
#define ASUSTEK_PERSISTENT_RAM_SIZE (SZ_1M)
#define ASUSTEK_RAM_CONSOLE_SIZE (124 * SZ_1K * 2)
Does this mean, that device has 1MB persistent RAM, but max size of /proc/last_kmsg is limited to 248KB ?
