Why drmserver is 32bit only?

I am an android system developer, and recently I was assigned to make our system pure 64bit.
I found that drmserver’s makefile includes “LOCAL_32_BIT_ONLY”, which makes 32bit is mandatory,  I don't understand why.

It's 32 bits due to various OEM and DRM provider dependencies, and since it is legacy code in maintenance mode we didn't think it was worth pushing for new 64 bit libraries.
