Call Flow for setting APN

Hello,

I am trying to understand the call flow in android soon after boot to set the APN (preferred APN) based on carrier configuration.

Can someone point me to the call flow please. The requirement is to get into the state soon after the APN is set based on the config in the SIM or network.
