How to identify Scroll has Ended

Hi 

I am performing scrolls on android device.

is there any mechanism to identify scroll has ended.

Below are some of my view.

1. Check any extra layer added, for few apps like scroll bar appears after scroll ends.

2. For few apps Frame update ends.

Few apps where some animations or screen updates happens even after scroll ends.

Please suggest is there any other mechanism to find scroll end.
