APN settings update in apns-full-conf.xml

Hi all,
I work in a MVNO and we need to update our settings in apns-full-conf.xml.
The request to project device/sample has been submited, approved and merged.
The problem is that this apn xml file is not being used by the OEM neither Google devices, so our settings are not being included in the OS new releases (tested in a Nexus 5X and a Pixel).
What am i doing wrong?
