A doubt about ro.product.locale.language property

Hi all,
When we start an AVD in SDK, and use adb shell to see the filesystem.
From /system/build.prop, we could see that:
ro.product.locale.language=mdpi

I feel very confused, mdpi is the density property, why it will be
writen at local.language property! And I have checked HTC G1, G2, it's
the same.
Is it a bug? Or there are some other meanings I don't understand.

Does anyone can answer this question? As I know, it will cause some
CTS cases failed at least, such as:
Package: android.core.tests.text

Failure details:

Hello, this problem caused by locale.language
change ro.product.locale.language="en" not mdipi or will get "md" as a language.
