Trouble/Bugs with Updating Eclipse Galileo to Android ADT/SDK for 2.2 Froyo

Following various instructions, I reach dead ends on upgrading to the
latest SDK.

I have installed
- Galileo build id: 20090920-1017
- Android DDMS and DevTools 0.9.5.v200911191123-20404
Eclipse Help, Check for Updates returns Nothing to Update.

When attempting to update to the Android SDK for 2.2 Froyo:

say, check the available updates, add the remote site if necessary.
Adding the remote site was necessary, however, when it calculates
dependencies, error:
Cannot complete the request. See the error log for details.
Android DDMS will be ignored because it is already installed, and
updates are not permitted.
Android Development Tools will be ignored because it is already
installed, and updates are not permitted.

say - select DDMS, DevTools and click Uninstall
However, the uninstall button never becomes enabled.

Is there a way to uninstall manually? and/or upgrade without having to
uninstall/reinstall all of Eclipse from scratch?
If reinstalling all of Eclipse from scratch, are there any additional
steps other then uninstalling Eclipse, removing the Androd DDMS/
DevTools/SDK and reinstalling them? (that is, does it leave extra
files in the /etc or other dirs that need to be cleaned up?).

I'm not sure why Eclipse would tell you "updates are not permitted",
or not offer you to uninstall.
Do you not have admin privileges? That might be the issue.

Try to enter the Eclipse install folder and from plugins/ and
features/ delete the com.android.* packages/folders.
