Which source file contains the code that makes the decision at boot time on whether to rebuild the art/davlik cache?

Hi,

I am trying to debug a problem with android 5.1 on a Google Nexus 10 rebuilding the entire art/davlik cache every time the device is power cycled, whether on not an android update has been apllied. This is the "Optimisng app n of nnn" problem.

Can anyone point me at the code/script in the AOSP project spurces that makes this decision early on in the boot process
