Why NotificationChannel can not change it's sound ?

I checked the aosp code and find out once a notification channel posted, it saved to the policy file and even you reboot the device, Apps can not change the notification channel sound once more.
I can't understand the design logic beneath this.
If an app set a sound for notificationchannel which saved in external storage. Once the storage remove, or even common: user delete the sound. So the notification channel would be silence.
Anyone please kind to tell me why?
