Service is crashing at boot time when initializing the TextToSpeech object.

Hai all,

     I am trying to create the TexttoSpeech object(android.speech.tts) in my system service (system server) but oninit returns false and tts object returns null because of failing in queryintentservices(Engine.ACTION_TTS,MATCH_CATEGORY_DEFAULT) results empty list of Resolveinfo . From Application side,everything is working fine.   Please answer
