"Access point name Settings are not available for this user"

Hi,

I'm trying to enable phone features in Android 7.1 (build for Raspberry PI3).

Basically it is all working fine (voice calls, sms, signal...), but I'm not able to access the apn setting panel due to the following error:

"Access point name Settings are not available for this user"

I guess there is somewhere a setting for that, but I'm not able to find one.

Can someone help me on this?
