Looks like you use old version of Android SDK. Update it and remove .settings folder from <OpenCV_Android_SDK>/sdk/java before next eclipse execution.

For those who use the latest ADT plugin for Eclipse: please delete the
'OpenCV-2.4.3-android-sdk/sdk/java/.settings'
folder before importing the OpenCV SDK to Eclipse workspace.

To fix the "Android NDK: WARNING: APP_PLATFORM android-9 is larger than android:minSdkVersion 8 in ./AndroidManifest.xml" issue open the corresponding Application.mk file and append the 
APP_PLATFORM := android-8
code line.

BTW, the OpenCV4Android SDK 2.4.3 package and OpenCV Manager will be updated soon to conform the recent changes in Android SDK, ADT and Android 4.2 API.
