Notifications on Android when app is closed

I followed the steps to create a progressive webapp and implemented notifications, however whenever I close my webapp I don't get any more notifications.

For example whatsapp is still showing notifications also when it's closed, is there a difference or limitation to notifications in progressive web apps? :(

I would appreciate any information on this.
