Samsung Galaxy PHONE_REGISTRATION_ERROR

Lately, we've noticed an increasing number of devices that cannot register with GCM.

When I call:
String regid = mGcm.register(SENDER_ID);

It throws a java.io.IOException: PHONE_REGISTRATION_ERROR

The common thread seems to be Samsung Galaxy running Android 4.4.2 on Verizon, though we only have a small sample set so far (~15 devices) out of a total user base of approx 50,000 devices.

Does anyone know what could be causing this?

We've noticed more and more devices reporting this issue, all 4.4.2 and above, mostly Samsung Galaxy devices, as well as a few Motorola Atrix and Razr devices.
We cannot replicate it on any of our devices, so I feel like a bug report would be just rejected without steps to reproduce.
Is there anything that I can do to get more information on why this exception is being thrown?

We need some way to identify the devices - or at least your package name/project ID. 
If the users contact your support: if they do have a google account on the device ( and 
they are willing to share it with your support ) - it may help finding the device.

Don't worry about not reproducing it - it's quite common.
