GCM Trouble: Sending GCM Notifications in batches of 1000 yet to work

Given the limitations on GCM for sending a message to only 1000 users per request, I am attempting to adhere to that limit given the code below. In it, I try to limit the grouped messages sent to just 1000 and then iterate through to the next group of 1000 users GCM ids. However, in PHP, this does not work.
How have others used GCM at scale given the 1000 user send limit?
