HCI Vendor commands in Android O

A bit confused.
HCI vendor cmds implementation mentioned in below link are missing (except few)

Are vendor cmds removed from latest Android O release or not there from beginning?

These vendor commands were defined based on Bluetooth spec version 4.1. There are many enhancements after that. RPA related vendor cmds are perhaps not needed due to privacy 1.2 in spec 4.2.
Any thoughts?
