I've seen the android-m-preview tag appeared and it looks like there are changes to well over 300 projects, including a few that I don't believe typically require early releases for GPL compliance. Is this just a partial release, or a full platform release?

It's a partial release based on the frameworks/base history.

usually, it is a partial release. just preview version for developers of andorid.
