recent flounder-userdebug build//flash results in device being encrypted! (hang during reboot!?)

Hi,

I just flashed my nexus 9 with a recent build of a recent repo sync -f
(bionic is at 143409d75b093c89042e25cab1757d6b2bae8ec5 Merge "Fix the comment")

As the device is rebooting, it has gone into what looks like an infinite loop.
The message on the screen is "tablet is being encypted" and it has been stuck at 0% for the last hour or so.

Given that its a fresh recompile of android after a repo sync, I am suspicious that something has gone wrong.

Notably, it did not ask me for the key to use for encrypting the tablet (!)

What should I do?

I'd connect a USB cable, and do adb logcat. The log should show what is causing the "bootloop".

Have you tried wiping data? That generally fixes the issue for me, assuming it's the same one I've had on other devices.  Flounder has had forceencrypt enabled since before launch, so you should already be encrypted, meaning something could be corrupt.
