Nexus/Pixel download pages broken when logged out of Google account

I think someone at Google just broke the Nexus/Pixel download pages. If I load these up in Chrome's incognito, i.e. not logged in, I can't get past the Acknowledge button. The page just reloads and doesn't give access to the downloads.

Visiting google.com before hitting the "https://developers.google.com/android/images" page should solve your problem.

It has to do with the global google NID cookie. If you proxy your browser calls you can see the details.
