Overriding /system/etc/hosts in vendor/?

Hi,
Is there a way to override the PRODUCT_COPY_FILES defined in build/target/product/embedded.mk for: system/core/rootdir/etc/hosts:system/etc/hosts with a BUILD_PREBUILT target inside a vendor/ subdirectory? I was able to get it to build, but the original rule (system/core/rootdir/etc/hosts:system/etc/hosts) for copy file seems to activate AFTER my package build which include the hosts file.
