Param is already defines :'(

Hi,
please help me as quickly as possible,,, AMPL says my param are already defined, I tried many ways to solve it but still.
I will attached ,mod and .dat files.

A command like "display" or "let" in a data file puts AMPL back in "model" mode, after which subsequent data commands like "param NonSynMue:= 5;" are rejected as redundant model definitions. A quick fix is to move all of the param statements in your .dat before all of the other commands in the file.
