invalid subscript

Hi there, I have problem with solving my problem, and please help me solve this... There is no error in my model or data file, but when I want to solve problem this appear:

You should provide a value for F[1, 1] in your data, e.g.

  param F :=

  1 1 <some-value>

  ...
