1. Safety Standards
2. Public Health Needs
3. The Importance of Accurate Information
4. The Importance of Technology to get Information

But NYPD is NOT enforcing bicycle riders in the spiffy new bike lanes
all over NYC to OBEY THE TRAFFIC LIGHTS.

In the past 3 days, I have twice been at an intersection with my
roller cart & recovering fractured leg.ankle while a bicycle rider
shot across the intersection against the light; today, a NYPD Traffic
Enforcemnent unit watched it happen.

Sidewalk and Bikes

Many people consider sidewalks a safe place to ride a bicycle.
Unfortunately, sidewalks aren't all that safe. Trees, parked cars and
buildings can create blind spots, pedestrians can step sideways
suddenly, a child or animal can run into your path. And cars do use
sidewalks - at every cross street and driveway.

Ride slowly on sidewalks. Travel about the speed of pedestrians when
riding on a sidewalk. It is illegal to ride on the sidewalk in
downtown.

Many fragile people use this intersection.

[fyf: This is also a downhill slope, thusly, cyclers want the free
ride -- even MORE reason to regard this a potentially accident-prone
site, due to the speed of the cyclers.

Also, as a former NYC-street cycler, I know that First Avenue is a
highly desired path to uptown, because it is a "cleaner ride," since
it is on the edge of the island, & thusly, lends itself to fewer stops-
&-starts of heavy mid-city traffic.]

This morning, making my daily trip to the Bellevue Hospital ICU Unit
to see my critcally injured friend Preston (see NY Post article above,
in link) --

-- I was almost RUN DOWN by a bicyclist at the corner of First Avenue
& East 30th St.

[incidentally, I also go to Bellevue Hospital for the ongoing
treatment for my broken leg].

This happened around 8:45 am; the cycler ran a red light, saw me in te
intersection, crossing, continued on his way down the hill, with
gathering speed, while I had the Pedestrain CROSS LIGHT. The cyclist,
a man, totally IGNORED the fact that it is ILLEGAL for a bicylce rider
to run a red light in the city of New York.

I called 311 this morning to confirm that this is illegal, and to
report the ongoing problem. The 311 operator was very nice and helpful
to me, found the appropriate regulation citing this as illegal, and
told me I need to call 911.

I answered that this was not an emergency and I did not want to waste
911 emergency resources on this complaint; the 311 operator read the
appropriate regulation that MANDATED I report this "Hazzardous
Bicycle" traffic to 911.

The 311 operator transfers my call over to 911; the 311 operator stays
on the line to ensure my call in handled properly.

911 tells me I must report this to the NYPD Police Pricinct; 911 tells
me they cannot take the complaint.

I call the 17th Pricinct, who covers this area of NYC, which includes
NYU Medical Center and NY Cornell Weil Hosital.

The menu gives me NO OPTION for this complaint.

I hit zero for an operator.

The NYPD 17th Princinct operator tells me the CANNOT TAKE THIS
COMPLAINT. I must call Traffic Enforcement, another department.

She tells me she will turn it over to COMMUNITY AFFAIRS, but this is
not an complaint I have just communicated; NOT UNTIL enought people
the 17th Pricinct will Community Affairs regard this as "something to
look into."

So, all my friends in the 17th Pricinct NYPD jursidiction, HERE IS THE
NUMBER FOR YOY TO CALL if you are concerned about being run down by a
bicycle rider who does NOT STOP for a red light for pedestrians

Let me be clear: I think issuing police citations for the violations
listed below -- cell phone-use while driving, no seat belts, blocking
bus lanes, etc -- is a GOOD THING ~ !

Please add BICYCLE HAZZARDS to this list ~ !

[however, I do have problem with the fact that the Officer
Schoolcraft, in a different but related whistle blowing incident, was
put in a Queens PSYCHIATRIC WARD against his will, for 5 days.

For nearly every New Yorker who has received a summons in the city —
caught at a checkpoint monitoring seat-belt use, or approached by a
small army of police officers descending on illegally parked cars —
quotas are a maddening fact of life.

No matter how often the Police Department denies the existence of
quotas, many New Yorkers will swear that officers are sometimes forced
to write a certain number of tickets in a certain amount of time.

Now, in a secret recording made in a police station in Brooklyn, there
is persuasive evidence of the existence of quotas.

The hourlong recording, which a lawyer provided this week to The New
York Times, was made by a police supervisor during a meeting in April
of supervisors from the 81st Precinct.

On the tape, a police captain, Alex Perez, can be heard warning his
top commanders that their officers must start writing more summonses
or face consequences. Captain Perez offered a precise number and
suggested a method. He said that officers on a particular shift should
write — as a group — 20 summonses a week: five each for double-
parking, parking at a bus stop, driving without a seat belt and
driving while using a cellphone.

Seems as if the two bicyclists were innocent victims. The bike riders
are much more vulnerable than automobilists. The article seems to
point to the cabbie as driving at a rate of speed where he couldn't
control his vehicle. Might want to look at the driving habits of taxi
drivers.

You have to remember the reemergence of the bicycle as a form of
transportation is new. Rules and etiquettes have not been firmly
established. Have you seen old films of traffic when cars were new?
Seemed like chaos, but over the years problems were worked out to the
point where everyone knows the rules. Same thing is happening with
bikes.

I don't understand why cars are tolerated in Manhatten, there isn't
enough room.

A Yellow Pages search for "Gas Staions" yields over 1500 hits for
"Manhattan, NY"; I don't know how many are false drops, and note the
spelling the of the island and the borough.

So, like, today I am crossing First Avenue & 30th St, on the north
side the intersection, walking with my cart across First, from west to
east (this may make sense only to someone who knows this geography!).

I have waited for the White Pedestrian traffic light to give me
permission to cross; I have assessed the car situation, which is a
line of cars lined up on 30th, trying to turn right onto northbound
First Ave.

I am safe to walk & proceed.

[only the 30th St lined-up cars have permission to enter the
intersection, with their green light; the First Ave traffic has a red
light]

I am half-way across First Avenue, headed for the East side of this
street --

-- & what happens?

A bicycle rider has SHOT ACROSS the red light, coming southbound along
First Avenue, headed north.

This OUTLAW bicycle rider has not only shot the RED LIGHT; he has
veered OUT OF THE SANCTIONED BICYCLE LANE to ride in the middle of
Frist Ave, so he can veer around the sanctioned 30th St. traffic that
has right-of-way & is now turning onto northbound First Ave.

Crossing the street is NOW so hazzardous, you have to have checklist
of ALL THE POTENTAIL outlaw people on wheels who might show up as you
proceed on your right-of-way as a pedestrian.

Two NYPD Traffic Enforcment officers were on guard at the SW corner of
this intersection; they never sanction these bicycle outlaws because
THEIR BOSSES GIVE THE ORDERS OF WHO TO GO AFTER.

& only yesterday, a woman driving a black SUV Mercedes, at the
intersection of East 33rd St. & 2nd Avenue, Manhattan, said to me,
"Fuck off, old woman!"

Yes, she had road rage; yes, this is a hospital zone.

Always obey the traffic lights.

Thusly, if you are ever in an accident & get injured, you have LESS

I was hit by a male bicycle rider today at 9 am, at the SW corner of
East 29th St & First Avenue.

The rider was running a red light, and hit me as I was crossing to the
east side of First, to go to Bellevue ICU to visit Preston today.

The front wheel hit my right leg, below the knee.

My friend, who lives at Bellevue shelter, was with me, before he
walked south; I am not sure if the saw the biker hit me, as he had
turned to walk away, as I saw my light give me right of way to cross
First, and I told him I'd see him later.

I called 311, then they transferred me 911, and the 13th NYPD Pricint
came to take my charge, at Bellevue. They told me there is nothingthey
can do since tnhey did not witness the incidnt; and there is no video
surveiolence of this area. The NYPD told me even they saw the
"accident," which comprise a biker running a red light, and hitting a
pedestrain, they cannot arrest anyone, because it was an"accident,"
They advised me to go to Comminuty Board meetings if I was unhappy
with these issues.

As far as I know, my leg was not injured by this bike-hit.

When I was leaving the hospital, at 10:45, at ast 28th and First, on
the west side, a white bicycle couple ran the red light when I was
crossing; the woman had a small child on the back of her bike, in an
attached seat.

NYC Mayor Bloomberg spent a FORTUNE of NY money to build these bike
lanes, which are an UN-POLICED NUISANCE and an accident trap for
pedestrians now.

I did NOT SET THIS UP.

And if I wanted to cause problems, I should have gone into the
Bellevue ER and told them I was hurt. But my right leg is already
MESSED up, before this bike hit.

New York Asks to Bar Use of Food Stamps to Buy Sodas

By ANEMONA HARTOCOLLIS

Mayor Michael R. Bloomberg sought federal permission on Wednesday to
bar New York City’s 1.7 million recipients of food stamps from using
them to buy soda or other sugared drinks.

The request, made to the United States Department of Agriculture,
which finances and sets the rules for the food-stamp program, is part
of an aggressive anti-obesity push by the mayor that has also included
advertisements, stricter rules on food sold in schools and an
unsuccessful attempt to have the state impose a tax on the sugared
drinks.

Public health experts greeted Mr. Bloomberg’s proposal cautiously.
George Hacker, senior policy adviser for the health promotion project
of the Center for Science in the Public Interest, said a more
equitable approach might be to use educational campaigns to dissuade
food-stamp users from buying sugared drinks.

“The world would be better, I think, if people limited their purchases
of sugared beverages,” Mr. Hacker said. “However, there are a great
many ethical reasons to consider why one would not want to stigmatize
people on food stamps.”

I am not referring to today's bicycle-hit accident, either; I am
referring to a complex chain of "injuries" and losses resulting from
events during the past 4.5 years, or longer, related to his HRA staff
and his appointed postions related to NYPD and what they did to me,
when Bloomberg (and others) made me homeless when I had $40,000 assets
to keep my home, which was made IMPOSSIBLE for me to, under these
circumstances.

Not to mention the "city hospial" incidents.

Further BAD NEWS from NYC:

The MTA staff told me today it is against ruel for me to carry a
roller cart onto a bus, unless it is folded down, all items removed.

That makes it virtually IMPOSSIBLE for me to travel to an uptown
hospital with my 30 lbs of belongings, after my leg fracture.

Just WHY would any patient in a hospital and/or medical setting even
THINK about assaulting a medical staff, when in fact, you are seeking
medical care?

What are you NOT reporting here, as the other side of the story?

Are there a rise in medical errors, along with this over crowding?

Are there an increase in malpractice claims, along with this over
crowding?

Are there incidents of stress-induced medical staff behaving in SUB-
standard safety behaviors, thereby inciting fear and/or aggression
from an injured/sick patient?

This story is poorly reported, and likely, presents a SPIN on a real
problem facing both staff and patients.

You do patients potential harm by placing such a SPIN on the problem,
and feeding into the pattern of positing "an assuatlitve patient" as
an isolated entity, eager to sabatoge his/her medical care in an
emergency situation.

(Previously observed by the NYU Medical Center/School's efforts to
focus on patient aggression, not on incompetent physicians handling
poorly controlled dangerous situations, beyond their skill level.).

My NY foodstamp benefits should have been renewed at midnight, this
morning.

My foodstamps are not renewed at this time.

Have my foodstamps been cut off, or this a mere delay that will be
corrected by the end of the day?

I just tried calling the official HELP line from a phone booth; this
call should be toll free, but the call would not go through.

Another homeless person lent me his unlimited paid-use cell phone (so
it would not exhaust my last free minutes, which are limited).

I was on hold for 30 minutes, and finally, the cell phone lender asked
for his phone back; I never connected to a real person, and cannot
confirm anything yet.

I need those foodstamps, more so now that I have the issues with which
I am stuck, with no proper help from any other sources.

I told, via telephone, fax, and in person, Arbor WeCARE that there is
AWRONGDOING here that is and has hurt me very badly.

They told me my time was over, and never answered me again.

I was informed today by a city Medicaid Office that I have been
"sanctioned fro failure to attend a required Public Assistance
meeting."

And therefore, I have lost my Medicaid health coverage, my foodstams,
and any cash assistance.

This is because I was forced to stay in a NYC shelter for a broken
leg, and they, against my own wishes and best interests, "linked up"
the work-requirement Public Assistance filing (required of me to stay
in any NYC shelter, suffering from a leg fracture) with my Medicaid
HEALTH COVERAGE and my foodstamps.

Despite my repeated attemtps to communciate with NYC GOVERNMENT
employes and other authorities, they cut me off from ALL benefits,
while I am still recovering form the leg fracure and thed problems it
left me with.

I don't want their stinking cash; but I need the Medicaid and
foodstamps.

Gee thanks, Mr. Bloomberg.

Do I blame Marc Hansen, or Verna Egleston for this? Or Linda Gibbs,
now Deputy Mayor for Human Services, who oversees these agencies?

We are regularly made idiots out of by the establishment for lying about the reasons for so many things, ie what really happened on
911, reasons for the iraq war, evangelical religion and the need to be "born again", that there are no alternatives to fossil fuels,
etc.
These are the theories the public is fed and expected to go along with and hence making idiots out of them.

It's probably costing us a good $1M/month above whatever they charge/
collect to visit and clime up that sucker. Just pushing it over and
into the bay for a fish habitat would save us $12M/year. There's also
the reduced pollution by not having it as any attraction, not to
mention the all-inclusive electrical energy saved that could make the
difference of keeping a thousand homes from freezing to death this
winter.
