The original Combaticon animation models were pretty close to the toys, with only minor creative license taken. Then there was a revision to their designs that took them even further from the look of the toys. Oddly, they always drew him with an arm-mounted gun.
It's possible the animators were working from bad photocopied reference material. There's evidence that this was the case with the animation models for the Aerialbots and Stunticons (the spikes on the sides of Wildrider's head, for example, seem to have originated from a photocopying artifact). Maybe somebody misinterpreted a picture of the toy. Or, it could have been creative license (there are plenty of other aspects of the Combaticons' designs that the toys don't do: Brawl's triple-barreled torso guns, Blast Off's wings forming Bruticus' chest, etc.)
