How does deGrom's ERA compare with other pitchers with terrible WL records?

He just may have the lowest ERA with a terrible record in history.

This is the sign of a really horrible offense. Might be a reflection of actually having players with below .200 averages, and a .230 average is good.
The team batting average is like .226

He has lost at least 3 games by not pitching a complete game

But, would those three games have been worth to have him throw so many pitches? I would save those innings for next year. Limit his pitch count.

There's no point in having him go deep into games this year.

Just because he doesn't throw this year doesn't mean he gets bonus
innings next year. He is still aging

He reminds me somewhat of Jim McAndrew, a heart-break kid from the late
60s and early 70s. Always pitched his heart out and was the recipient of
no run support. Losing record but a good ERA. He and Don Caldwell
competed to break that vaunted rotation of Seaver, Kooseman, Gentry and
some kid named Nolan Ryan.
