They could have been charged with CFAA violations for changing a students
answers, based on how the SAT works.
SATs are multiple choice and are feed into a computer database, where the
students' scores are tabulated, so any changes would have to be done in the
computers.
There are two reasons why there are no CFAA charges. The first is that the
CFAA only has a two year statute of limitations. This is done because
evidence may not be reliable much longer than that, and that fact that
service providers don't keep records much beyond that.
The second is that the database backend is the most vulnerable part of the
system, but also keeps not logs. Server level databases have to be exposed
to the Internet for programs that need them, to use them. If the database
servers are accessed directly, bypassing the normal user interface, it also
bypass all logging, so their activities would have never been detected,
meaning no evidence would be there to charge anyone who computer hacking,
which is also why there are no computer hacking charges against any of them,
as well as the two year statute of limitations on the CFAA.
And I KNOW what I am talking about here. When that one clown, 10 years ago,
was able to access my website, but leave no logs, he had broken into the
database backend, where there are no logs. When he posted stuff to the Net,
after copying it from my site, and leaving NO logs, that is what happened.
It was a case where I know what he did, and how he did it, but with no
logging on the database backend, I did not have any evidence against him.
Orace, MS-SQL, rBase 4000, and other server level databases do not have
logging, so you can access the database directly, and leave no logs of what
you did. Anyone with a knowledge of SQL can do that, and never be detected.
That is how the Feds got evidence against Bradley/Chelsea Manning and then
later against Reality Winner. The Feds will not tell you, but I will. All
the Feds had to do was break into the database backend on WikiLeaks, and get
the metadata, to find out the IP address of where the leaks were posted, and
then they had them, and Julian Assange would NEVER HAVE KNOWN the Feds were
in his database.
