In unstable Jharkhand, parties fight shy of polls

Ranchi - The Raj Bhavan in Jharkhand has reasons to be sceptical
about the people's reaction to the renewed stint of President's Rule.
Political parties too, cannot afford to ignore the possible reprisals
when seeking another round of votes if they fail to garner the
required numerical strength to stake claim to form an alternative
Government in the State.

As far as the first spell of President's Rule under the regime of the
then Governor Syed Sibte Razi was concerned, the role of the Raj
Bhavan was questioned and often condemned by the public in general.

However, Razi was replaced by K Sankarnara-yanan who was hailed for
salvaging the glory of the highest constitutional institution in the
State by launching a crusade against senior officials like Avinash
Kumar, an IAS officer and OSD to Razi and another IAS officer,
Pradeep Kumar.

Avinash Kumar was held responsible for encouraging corrupt practices
in Raj Bhavan, misusing his official position, and a CBI raid was
conducted at his residence in connection with amassing wealth
disproportionate to his known sources of income. He is under
suspension for the past six months or more.

With the imposition of President's Rule again in the State, the
question baffling many is whether the Raj Bhavan under Governor MHA
Farook will be able to retain its unsullied image or would it again
go back to the days of Razi's misrule?

Interestingly, the Governor, who issued directives to senior
officials in particular on Tuesday to discharge their duties
properly, appears to be unaware of the fact that a section of
officials close to Razi continue to rule the roost under his nose
since they are posted at Raj Bhavan.

Moreover, parties responsible for the crisis in the State have been
left with no option except to gauge the mood of the people. Even as
the Congress-led UPA coalition in the State has nothing to do with
the present constitutional breakdown, its partners have preferred to
rule the State by proxy.

After the break-up between the BJP and the JMM, the Congress-
Jharkhand Vikas Morcha combine has been left with a substantial
number of MLAs to negotiate with parties aspiring to form the
Government. The combine has 25 MLAs including 14 of the Congress and
11 from the JVM.

Both parties, however, expressed their inability to form the
Government when the Governor called the MLAs to elicit their views.
In fact, they have been left with no other option but to face fresh
elections in the State.

But if the JVM Chief Babulal Marandi and the State President of
Congress, Pradeep Balmuchu, are to be believed, there is no
justification for seeking elections unless the purpose of the mandate
the parties received in the last elections is served.

Marandi said they had the people's mandate to ensure total
development of the State for five years. Until all options of forming
a Government were worked out, no election would be acceptable to the
people of the State, he confided.

Similarly, Balmuchu -- indeed his party is in power by proxy under
President's Rule -- was unwilling to support elections at this
juncture, as it was too early to think of elections in the State. In
the larger interest of the people of the State, such frequent
elections would not be justified, he added.

As such, partners of the coalition Government -- the JMM, the BJP,
the JDU and the AJSU -- that parted ways and forced the State in the
present crisis after leading it for five months have no reasons to
seek a fresh mandate.
