Phil A. LaBonte, 78; Procurement Officer

Phil A. LaBonte, 78, a former senior master sergeant in the Air Force and a
federal procurement officer, died of complications from prostate cancer
August 6 [2008] at Inova Alexandria [Virginia] Hospital. He lived in Falls
Church [Virginia].

Sgt. LaBonte was director of program development for a cooperative
interagency procurement program, based at the General Services
Administration, when he retired in 1995.

He previously worked at the Commerce Department, where he worked on minority
business development programs.

He also taught a three-week course in procurement at the Air Force Academy
and courses at the University of Virginia as an adjunct professor.

Born Philibert Adrian LaBonte in Worcester, Massachusetts, he attended
Boston College and then joined the Navy in 1951 as a musician. Four years
later, the string-bass and tuba player switched to the U.S. Air Force Band.

He graduated from the University of Maryland with a business degree and then
served as a procurement officer in Germany, Greece and the United States
until he retired from the military in 1972.

He served as a senior consultant to the National Academy of Public
Administration.

He volunteered in local elections and was president of his homeowners
association for 10 years.

Survivors include his wife of 55 years, Madeleine LaBonte of Falls Church;
two sons, Mark LaBonte of Sandown, New Hampshire, and David LaBonte of Cape
Charles, Virginia; a sister; and two grandsons.
