Near as I can tell, it primarily affects your swimming speed, it does not
seem to affect your swimming stamina. I can, at least, say that I am sure it
affects your speed. I can swim pretty quick now. (Swimming 45)

On a side note, I love fighting in the water. It is not impossible, just a
little more challenging. It is tons of fun and more exciting than standing
still, talking with your buddies, while autoattack does its thing.
Besides, if you get into trouble, all you have to do is get out of the water
instead of running for a zone.

Yes it does allow you to swim better. I have my skill up to 55 and I can
sometimes swim faster then I can run.

Yes, stamina does effect the length of time you can hold your breath.
As your swimming skill increases, your breath time is longer and you can
swim faster.
