I have some ideas, but it's no fun talking to myself. If anyone else
wants to participate, now would be a good time to express your interest.
My basic idea is to start some regular discussion, regarding BBS past,
present, or future, on most any variety of topic. There's so little BBS
ng traffic nowdays, the topics could be fairly broad, with little danger
of ng overload.

Sure. Whatever you like. As long as it's somehow related to BBS.
I think a charter needs to address some technical issues first. Two
that come to mind:
1) Top posting
Should be discouraged. Nothing can be enforced in an unmoderated group,
but shunning offenders is an effective social tool.
2) Contact info
Posting an unmangled, working email address is preferred. Like netmail,
you may need a private channel sometimes. You need not reveal your true
identity. Use an alter ego if you like. But please use a working email
address that you check regularly.
If your ISP does not provide effective SPAM control, you can get a free
email account at the mail service in my sig. I use it, works for me.
