Space manuvering cost and reductions?

I know google is planning on building a satellite network. Can I please get information in the following areas.

1) How much money is planned to be spent positioning satellites from low LEO to their final destination?

2) How much money is planned to be spent on maintaining their orbits?

3) What kind of growth in expenditure 1) or 2) is expected in the future?

4)  Would you rather use a lower orbit if it was economical?

5)  Is google interested in investing in lowering these cost?
