It sounds like you used a ghost program to copy it to another hard drive. Or restored from backup?

Just reinstall.

Why "almost everything"? Delete any reference to Adobe Premiere and try one more time.

have done that like 5 times now. I deleted almost everything linked to that program on my harddrive registry, files, files stored in windows folder, but still does it.

HARD DRIVE STILL HAS REFERENCES. IF POSSIBLE FORMAT HARD DRIVE. WORKED FOR ME.

If you haven't already, download the program RegCleaner.exe, a freeware download, and remove references to Premiere from the registry. This has worked well in uninstalling various flavors of Pinnacle drivers which are notorious for their persistence and which foul up the installation of newer versions. It seems to be a useful utility and may answer the problem here. Formatting the hard drive is a pretty extreme solution, like amputation for a persistent hangnail.
