Online VS Offline Databse

Hi,
Could anyone help on this please.
1)What is the difference in using online and offline database. Which is mostly preferred and why.
2)How to create the offline database connection?

I allowed this post because of question 1 - I think it is a legitimate methodology question. Question 2 is a "How to" question and normally I would ask the writer to ask it on the JDeveloper and ADF Forum on OTN. But if you want to give a quick answer here, I don't mind.
