ADF EMG Taskflow Tester and maven dependencies

Hello all,
In ADF 12c, I notice that when using the ADF EMG Taskflow Tester a dependency is added to my pom file and my CI server (hudson) is complaining about not being able to find the dependency (com.oracle.adf.library:ADF-EMG-Task-Flow-Tester:pom:12.1.3-0-0).
Since this library is not required to compile nor to run the application I don't know what I'm suppose to do. I want the project to have that dependency so I can do quick functional tests of my taskflows, but I don't need it at compile nor at runtime... I'm still looking for a way to solve this.

So I was thinking whether it is a good idea to have the library published on a public repository like maven central. Then we could add the dependency with "test" scope.
What do you think?
