Properties not marked as "Functional" question

I just want to confirm, the documentation says "Items not marked as "Functional" can have multiple values.", does this mean an Activity can have multiple actors, objects, targets, etc? So this means, if I was building an activity stream parser, for all properties that are not functional, I would have to check if it's an array first or a single object for all these properties before processing them?
